If you can get the quest The Last Patrol activated, capping that skill is quite easy.
http://gw.gamewikis.org/wiki/The_Last_Patrol If not, pull one mob at a time, watch your agro bubble, take interupts, and be patient. The area isn't that hard if you take your time. |

I agree, I got him about a week ago, if you take your time and don't over aggro he's a piece of cake. High lightbringer rank and couple of rainbow candy canes for morale boost make it even easier!
